The basic concept of steampunk is the use of progressiveness as an instrument of oppression. For example, in an alternate Victorian era where steam power is the major source of energy, it becomes more convenient for wealthy individuals to use coal-fired electricity. This would make it simpler for the wealthy to maintain their position, while the poor would be denied equal access to electricity and other technological breakthroughs.
